Electronic Cargo Tracking System (ECTS) is a customs control system that lets Tanzania's revenue authority monitor goods moving under customs control — typically transit or bonded cargo — using GPS and an electronic seal. It is administered by TRA Customs, and it is not the same thing as the commercial container e-lock tracking a business fits to its own cargo.

What ECTS is
ECTS is a customs control system. In broad terms, it lets the revenue and customs authority monitor goods that are moving under customs control — typically transit cargo that has not yet paid duty, or bonded goods moving between points. The system generally combines GPS location, an electronic seal on the container or truck, a central monitoring room, and automated alerts for events like door-opening, tamper, unexpected stops, route deviation or a tracker going offline.
The purpose is revenue protection: if goods are meant to leave the country, or reach a bonded facility, without duty being paid, customs wants assurance they actually did, and were not quietly diverted onto the local market along the way.
In Tanzania, ECTS is associated with TRA Customs & Excise. At a regional level there is a related system, RECTS (Regional Electronic Cargo Tracking System), used across parts of East Africa so that a single e-seal can, in principle, travel with a consignment across borders under a shared monitoring arrangement.

The institutions involved
Several bodies touch cargo moving through Tanzania. Clearing and forwarding agents usually lodge the paperwork and the transit bond, so much of the ECTS-related compliance runs through the agent rather than the cargo owner directly.

- The Tanzania Revenue Authority administers customs control, including the electronic tracking of goods under bond or transit.

Transit bonds, T1 documents and e-seals
For transit cargo — goods passing through Tanzania to a landlocked neighbour — the typical building blocks are a transit bond, a transit document, and an electronic seal:
- Transit bond
- A financial guarantee, lodged through the customs system, that the duty will be covered if the goods do not actually leave. Under the East African Community's Single Customs Territory arrangement, one bond can, in principle, cover a corridor rather than each country requiring its own.
- Transit document (T1)
- A document that accompanies the consignment through the customs systems and border posts.
- Electronic seal
- A seal armed onto the container or truck so the movement can be monitored end to end.
Whether an e-seal is required, and under what conditions, is not a simple universal "yes".
